for C isnt supose to be ccw?

The wire beside the loop in part C produces a flux that's downward in the loop. The flux magnitude will decrease as a result of the current in the nearby wire decreasing. The induced current in the loop is in a direction that opposes the change in flux. The induced current needs to replace the downward flux that's missing. The CW direction causes downward flux in the loop.
